Hi. I'm Steven, a web developer and instructional designer (E-Learning) with MTA Inc, a defense contractor with the US Department of Defense. I'm currently responsible for 8 websites for the Joint Program Executive Office for Armaments & Ammunition (JPEO A&A). I'm also the creator of all Computer Based Training (CBT) for the Lightweight Handheld Mortar Ballistic Computer (LHMBC) and Mortar Fire Control System (MFCS) Software. I have a wide array of experience serving as a systems engineer for the Department of Defense for more than 10 years.

My other passions outside of work include fitness and nutrition. I make a mean omelette!

Instructional Design

I have created hundreds of training modules for US Army fire control weapon systems including the Lightweight Handheld Mortar Ballistic Computer (LHMBC) and Mortar Fire Control System (MFCS).

What makes me different?
Most instructional designers are not also proficient coders. My programming abilities enable me to extend the functionality of e-learning way beyond the capabilities of common development tools. Take a look at the level of interaction in the LHMBC Demo. The training behaves exactly the same way as the actual software. Features like the interactive on-screen keyboard, drop down boxes, non-sequential step completion, and multiple-input validation would be impossible to replicate without advanced scripting techniques.

Web Development

I am the sole developer for the Joint Program Executive Office for Armaments & Ammunition (JPEO A&A). The sites look pretty simple, like they may be static pages, but given certain government permission and publishing restrictions, it was beneficial to keep a lot of the content in a database. For users with a government CAC (Common Access Card) there are some more advanced features like membership and a secure file server repository. To manage content, I created an additional site (not-public) to serve as a Content Management System (CMS) for all the other sites.

While the asthetic is not quite to my taste, it is exactly what the customer wants.

Systems Engineering

I have more then 10 years experience as a computer/systems engineer for the Department of Defense; serving as both a DoD civilian engineer and as a defense contractor. My contributions were primarily to the Lightweight Handheld Mortar Ballistic Computer (LHMBC) and the Mortar Fire Control System(MFCS) and their multiple variants.

I have been involved in every phase of the DoD acquisition lifecycle; from requirements gathering to project planning, development, testing, material release, fielding, and sustainment. I have extensive experience in technical writing, briefings and demonstrations, and on-site technical support.
